Even if you only have a layover in the United States, you must apply for an ESTA visa (keep in mind that in many airports you can even visit the city if your layover is long). If a traveler only plans to transit through the United States en route to another country, when filling out the ESTA travel authorization form, they must select “Yes” in the question: “Is your trip to the United States in transit to another country?”
