If you are a citizen of a country participating in the Visa Waiver Program (VWP), such as UK, and enter the United States by land from Mexico or Canada, an ESTA authorization is not required. If you do not have an ESTA authorization, you will be asked to complete the paper form I-94W and proceed through the manual entry process at the land border crossing. If you enter the United States through a land border crossing and have an approved ESTA authorization, you will NOT need to complete the paper form I-94W and your entry process will be expedited. However, if you arrive by air or sea, you must apply for an ESTA authorization.
